Las organizaciones firmaron un Memorándum de Entendimiento hoy durante el Foro de Líderes de Aerolíneas de ALTA en Panamá
(31/10/2018 – web) Panamá.- En el ALTA Airline Leaders Forum, la Civil Air Navigation Services Organisation (CANSO) y la Asociación Latinoamericana y del Caribe de Transporte Aéreo (ALTA) firmaron un Memorándum de Entendimiento (MoU) con miras a mejorar la eficiencia operacional y aumentar la seguridad aérea en la aviación de América Latina y el Caribe a través de una cooperación activa entre las aerolíneas y los proveedores de servicios de navegación aérea (ANSPs), facilitando la comprensión de los roles y prácticas de cada uno e intercambiando información.
Hablando en el ALTA Airline Leaders Forum en Ciudad de Panamá, el Director General de CANSO, Jeff Poole, dijo: «El aumento de la demanda del transporte aéreo está impulsando las economías de la región, y es vital que la gestión de tráfico aéreo, las aerolíneas y los aeropuertos cooperen estrechamente para manejar este crecimiento de forma segura y eficiente. Las aerolíneas y ANSPs en América Latina y el Caribe ya están trabajando bien juntos para implementar el PBN (performance-based navigation), toma de decisiones colaborativa, gestión de flujo de tráfico aéreo (ATFM) y otras medidas para mejorar la eficiencia y la capacidad del espacio aéreo. Este nuevo acuerdo consolidará aún más esa relación y establecerá un marco firme para incrementar la cooperación y comprensión.»
Luis Felipe de Oliveira, Director Ejecutivo de ALTA dijo: «Seguridad es la prioridad número uno de ALTA. Creemos firmemente que la aviación es el gran motor para el desarrollo económico y social de la región, y por este motivo, continuamos asociándonos con instituciones como CANSO para asegurarnos de ofrecer a quienes servimos el medio de transporte más seguro y eficiente, mientras que impulsamos otros sectores económicos que brindan prosperidad a la región. Este acuerdo nos permitirá unir esfuerzos para identificar las áreas de mejora y dedicar nuestros recursos para desarrollar soluciones a lo largo de toda la industria.»
Para mejorar la seguridad operacional, este acuerdo incluye: participación conjunta en iniciativas regionales para alcanzar los objetivos de seguridad operacional acordados; identificación de problemas que impactan la seguridad operacional; y el uso de visitas a instalaciones de control de tráfico aéreo, simuladores y vuelos de familiarización para mejorar el entendimiento mutuo entre pilotos y controladores de tráfico aéreo.
Este acuerdo también permitirá a ambas organizaciones trabajar conjunta y eficazmente dentro de las iniciativas de seguridad regional de la Cumbre Panamericana de Seguridad Operacional para alcanzar los objetivos de seguridad operacional establecidos por el Regional Aviation Safety Group – Pan America (RASG-PA). El principal objetivo será reducir el riesgo de fatalidad para la Parte 121 u operaciones equivalentes en 50% para 2020 en América Latina y el Caribe.
Para mejorar la eficiencia operacional, el acuerdo incluye: talleres para la toma de decisiones de forma colaborativa para reducir demoras; capacitación en gestión de flujo de tráfico aéreo (ATFM) para asegurar que la capacidad de espacio aéreo disponible sea utilizada eficientemente; y la cooperación para acomodar de forma segura drones y vehículos aéreos no tripulados (UAVs) en el espacio aéreo de la región.
Con respecto al intercambio de información, el acuerdo promueve la Red de Intercambio de Datos CANSO ATFM para las Américas (CADENA). Este aboga por el uso de ATFM en la región y permite a las ANSPs y a otras partes interesadas de la aviación compartir información de seguridad operacional a través de la página web del Sistema de Información Operacional (OIS) de CADENA y una conferencia web semanal para discutir y acordar el flujo de tráfico.

CANSO and ALTA Cooperate to Enhance Safety and Improve Efficiency in Latin America and Caribbean Aviation
Memorandum of Understanding signed today during ALTA Airline Leaders Forum in Panama
Panama City, Panama (October 30, 2018) – Today, at the ALTA Airline Leaders Forum, the Civil Air Navigation Services Organisation (CANSO) and the Latin American and Caribbean Air Transport Association (ALTA) signed a Memorandum of Understanding (MoU) aimed at improving operational efficiency and enhancing safety in Latin America and Caribbean aviation through active cooperation between airlines and air navigation service providers (ANSPs), increasing the understanding of each other’s roles and practices, and exchanging information.
Speaking at the ALTA Airline Leaders Forum in Panama City, CANSO Director General, Jeff Poole, said: «Increasing air transport demand is boosting economies in the region, and it is vital that air traffic management, airlines and airports cooperate closely to manage this growth safely and efficiently. Airlines and ANSPs in Latin America and the Caribbean are already working well together on implementing performance-based navigation, collaborative decision-making, air traffic flow management (ATFM) and other measures to improve the efficiency and capacity of airspace. This new agreement will further cement that relationship and establish a firm framework for increased cooperation and understanding.»
Luis Felipe de Oliveira, Executive Director of ALTA said: «Safety is ALTA’s number one priority. We strongly believe that aviation is the great engine for the economic and social development of the region, and for this reason, we continue partnering with institutions such as CANSO to ensure we offer those we serve the safest and most efficient means of transportation, while we boost other economic sectors that bring prosperity to the region. This agreement will allow us to join efforts in identifying areas of improvement and dedicating our resources to develop solutions throughout the entire industry.»
To enhance safety, the agreement includes: joint participation in regional initiatives to achieve agreed safety targets; identification of operational issues impacting safety; and the use of visits to air traffic control facilities, simulators and familiarization flights to enhance mutual understanding between pilots and air traffic controllers.
This agreement will also allow both organizations to work jointly and more effectively within the regional safety initiatives of the Pan American Safety Summit to achieve the safety targets established by the Regional Aviation Safety Group – Pan America (RASG-PA). The main target will be to reduce fatality risk for Part 121 or equivalent operations by 50 percent by 2020 in Latin America and the Caribbean.
To improve operational efficiency, the agreement includes: workshops on collaborative decision-making to reduce delays; training on air traffic flow management (ATFM) to ensure available airspace capacity is used efficiency; and cooperation to safely accommodate drones and unmanned aerial vehicles (UAVs) in the region’s airspace.
With regard to exchanging information, the agreement promotes the CANSO ATFM Data Exchange Network for the Americas (CADENA). This champions the use of ATFM in the region and enables ANSPs and other aviation stakeholders to share operational information through the CADENA Operational Information System (OIS) web page and a weekly operational web conference to discuss and agree traffic flow.
